Stakeholders Review Preliminary Results of Rwanda’s updated Climate Action Plan (NDC 3.0) Consultations

Stakeholders from across government institutions, civil society, the private sector, and development partners have come together for a three-day Stakeholder Review Workshop to review the preliminary results of consultations to update Rwanda’s Climate Action Plan, known as the Nationally Determined Contribution (NDC 3.0) under the Paris Agreement.

Held in Kigali, the workshop was organised by the Rwanda Environment Management Authority (REMA) through the Ministry of Environment, with support from United Nations Development Programme (UNDP) and the World Bank. The event brought together key actors to reflect on Rwanda’s updated climate targets and strategies to achieve the goals of the Paris Agreement.

The review process is a critical step in Rwanda’s journey to enhance its climate ambition through its NDC 3.0. The workshop aimed to validate preliminary results, refine proposed mitigation and adaptation priorities, and ensure that the updated NDC aligns with the country's development frameworks and international climate commitments.

Opening the workshop, Faustin Munyazikwiye, Deputy Director General at REMA, urged participants to assess the implications of the consultation results at both national and global levels.

“We need to ensure that our NDC 3.0 reflects Rwanda’s development policy coherence,” he said.

Over the three days, participants engaged in presentations, sectoral breakout sessions, and group discussions to:

• Review the business-as-usual emissions trajectory and assess proposed mitigation targets.
• Discuss adaptation strategies in critical sectors such as agriculture, water, health, and urban development.
• Propose realistic interventions and indicators to strengthen climate resilience and reduce emissions.

The first day focused on the business-as-usual scenario and mitigation pathways, with expert-led discussions on energy, waste, and industry. The second day explored adaptation and loss and damage, assessing interim measures in climate-vulnerable sectors. On the third day, participants finalised proposed targets, indicators, and interventions, ensuring alignment with Vision 2050, NST2, and Rwanda’s long-term Green Growth and Climate Resilience Strategy.

The enhanced NDC 3.0 is being developed with support from a range of partners including UNDP, FAO, WFP, GIZ, WHO, GGGI, UNFPA, CCAC, UNICEF, IFAD, UN Women, IOM, and ILO.

The next phase will involve refining interventions, setting baselines and indicators, and validating the final NDC 3.0 document for submission to the United Nations Framework Convention on Climate Change later this year..
