Rationale
Rwanda's current reliance on expensive diesel and oil-based generation raises electricity costs for households and businesses while increasing carbon emissions. Diversifying toward low-carbon sources — hydro, solar, and geothermal — would lower the cost per kWh and strengthen energy security. Expanding installed capacity also supports Rwanda's growing economy and Vision 2050 green growth targets, while reducing fiscal pressure from costly fuel imports.
